About

Presents detailed records of crime incidents reported across Portland, Oregon, sourced directly from the Portland Police Bureau’s Open Data initiative. The data offers granular insights into reported events, including the location, time, and specific type of offense, which is essential for urban risk assessment, safety planning, and socio-economic research. Covering nearly a decade, this resource facilitates detailed longitudinal analysis of criminal activity patterns within the city’s various neighbourhoods. It is important to note that the statistical definition for Homicide Offenses was updated in January 2019 to conform with FBI NIBRS standards, which affects the comparability of homicide figures before and after that date.

Columns

  • Address: Specifies the location of the reported incident, generalised to the 100 block level (e.g., '1100 Block SW 2nd Ave'). Approximately 9% of address fields are missing.
  • Case Number: The unique identifying number assigned to the reported incident, formatted by year and sequential number (YY-######).
  • Crime Against: Categorises the primary victim of the crime into one of three groups: Person, Property, or Society. Property crimes constitute the vast majority of incidents recorded (82%).
  • Neighborhood: Identifies the specific neighbourhood where the incident took place. Missing values indicate the incident occurred outside defined Portland neighbourhood boundaries or could not be assigned a specific address location.
  • Occur Date: The date the incident is believed to have happened. If the precise date is unknown, the earliest possible date is used.
  • Occur Time: The time the incident occurred, recorded in 24-hour clock format (HHMM). If the exact time is unknown, the earliest possible time is used.
  • Offense Category: A high-level classification of the offense, such as Larceny Offenses or Vandalism. Larceny Offenses are the most frequent category, accounting for 40% of records.
  • Offense Type: A specific description of the crime committed (e.g., Theft From Motor Vehicle, Aggravated Assault).
  • Offense Count: The tallied number of offenses associated with that single incident. Counts range from 1 to 19, though they are usually 1.
  • Report Date: The calendar date when the incident was formally reported.
  • Open Data Lat/Lon: Generalised latitude and longitude coordinates for the incident location. Locations are mapped to the midpoint of the block or the intersection centroid. Approximately 11% of records lack these coordinates.
  • Open Data X/Y: Generalised XY coordinates, utilizing the Oregon State Plane North (3601), NAD83 HARN, US International Feet coordinate system. These points are withheld for certain case types to protect privacy.

Distribution

The dataset is structured as a CSV file (output.csv), amounting to 93.52 MB in size. It comprises 15 columns and contains approximately 562,000 incident records. The data includes object (string), datetime, and float64 data types. Note that coordinates (Lat/Lon/X/Y) and Address fields show between 9% and 11% missing values.

Usage

  • Performing geospatial analysis to identify temporal and spatial crime hotspots across Portland.
  • Developing predictive models for local law enforcement resource allocation.
  • Evaluating the long-term efficacy of local public safety initiatives and programmes.
  • Supporting academic research on urban sociology and crime causation factors.

Coverage

The data is geographically focused on Portland, Oregon, providing detail down to the specific neighbourhood level. The recorded time period spans from May 1, 2015, through to December 31, 2024. The primary note on data availability concerns Homicide Offenses: the FBI expanded the definition of negligent manslaughter in 2019, potentially impacting the comparability of homicide statistics between 2019 and previous years.
