About

Global politics and governance features are provided to understand how national political structures and leadership characteristics influence a country's ability to manage a crisis such as the COVID-19 pandemic. The spread and containment of the virus depend significantly on political factors, not solely on technical or scientific capabilities. The data helps explore critical questions, including how quickly a government can react, whether it can effectively allocate resources, and the general risk appetite of the leader or the regime. This information is designed to facilitate advanced forecasting challenges.

Columns

The dataset includes 28 variables detailing country governance and leader profiles:
  • ccode: A unique one-to-three digit number identifying each of the 197 countries.
  • country: A three-letter abbreviation for each country.
  • leader: The name of the de facto leader.
  • elected: A binary value (1/0) indicating if the incumbent leader has been elected to the highest office.
  • age: An approximation of the leader’s age.
  • male: A binary value (1/0) indicating the leader's gender (1 for male, 0 for female).
  • militarycareer: A binary value (1/0) indicating if the leader’s primary career or source of legitimacy originates from the military, police, or defence ministry.
  • tenure_months: The number of months the leader has served in their present term.
  • government: Classifies the political structure into one of 16 regime types, such as Parliamentary Democracy or Presidential Democracy.
  • anticipation: Binary value (1/0) if a qualifying election is anticipated within the next six months.
  • ref_ant, leg_ant, exec_ant, irreg_lead_ant: Indicators (1/0) for the anticipation of specific types of elections or referenda within the next six months.
  • election_now: Indicator (1/0) if a qualifying election occurs during the month observed.
  • election_recent, leg_recent, exec_recent, lead_recent, ref_recent, direct_recent, indirect_recent, victory_recent, defeat_recent, change_recent, nochange_recent: Indicators (1/0) showing if various election or change events occurred within the previous six months.
  • delayed: Indicator (1/0) if an election was cancelled or delayed by more than two weeks in the preceding six months.
  • prev_conflict: Indicator (1/0) if a qualifying violent civil conflict occurred in the country during the previous month.

Distribution

The data set is provided in a standard CSV format and contains 28 columns. It holds 194 valid records, representing various global entities. The data file itself is approximately 19.04 kB.

Usage

This data is ideal for modelling efforts that seek to incorporate non-scientific variables into forecasts of global events, specifically related to crisis response. Use cases include:
  • Developing models for the COVID-19 Forecasting Challenge.
  • Analysing correlations between leader characteristics (e.g., age, military experience) and national containment strategies.
  • Investigating how different regime types, such as presidential versus parliamentary democracies, affect emergency decision-making.
  • Researching the impact of anticipated or recent elections on governmental capacity to implement stringent public health measures.

Coverage

The scope of this data is global, covering 194 unique countries. The data focuses on political and governance attributes relevant to the context of the COVID-19 response. The leader characteristics include demographic details such as age and gender. This dataset is static and is not expected to be updated.
