This data product contains observed and expected rates for the Agency for Healthcare Research and Quality (AHRQ) Prevention Quality Indicators (PQIs) for adult populations. The PQIs are a critical set of measures used with hospital inpatient discharge data to identify ambulatory care sensitive conditions. These are conditions where the need for hospitalisation is potentially preventable through appropriate outpatient care, or conditions that could be less severe if treated early. The rates are calculated using Statewide Planning and Research Cooperative System (SPARCS) inpatient data and Claritas population information, and are aggregated at the county level, starting in 2009.
Columns
- Year: The year associated with both the hospital PQI discharge event and the county population figures used in the calculation of the rates.
- Software Version: The specific AHRQ software version employed to generate the quality indicators for the corresponding year.
- Patient County: Identifies the patient’s county of residence at the time of discharge. Note that Hamilton and Schuyler counties are combined due to constraints related to small population size.
- PQI Number: The assigned value code that corresponds to the specific Prevention Quality Indicator measure.
- PQI Name: The descriptive title of the PQI measure, such as Hypertension or Chronic Obstructive Pulmonary Disease (COPD) or Asthma in Older Adults.
- Observed Rate Per 100,000 People: The actual rate of PQI discharges calculated by dividing the number of PQI discharges in the county by the total county population, then multiplying this result by 100,000.
- Expected Rate Per 100,000 People: The predicted rate of PQI discharges for the county, where the expected number is adjusted based on demographic factors including age, gender, and race/ethnicity before being divided by the county population and multiplied by 100,000.
Distribution
The data file is provided in CSV format and is approximately 1.02 MB, structured across seven columns. It contains approximately 14,100 valid records. The data is generally updated annually.

This product is highly useful for public health analysis and healthcare resource planning. It allows researchers and policymakers to identify geographical variations in preventable hospitalisations. Coverage
The data is provided at the county level of residence, covering a statewide total as well. Data for hospital discharges without an accurate New York State county were excluded from the analysis. The time range begins in 2009 and extends up to 2021. The measures apply exclusively to the adult population, defined as individuals over the age of 18 years.
